A Zamp notice workflow is not the authority's account record

Zamp lists notice management within its sales-tax compliance service. A defensible response still has to connect the original authority notice, taxpayer account, period, stated issue, deadline, submitted response, authority acknowledgement, later correspondence, and final account disposition.

Anchor the case to the notice the authority issued

Zamp's official page supports the narrow statement that its offering includes notice management. The operating answer is that a managed workflow becomes reviewable only when the case remains attached to the authority's original record. An inbox item, provider task, or internal case number can help teams organize work, but none of those identifiers replaces the notice number, taxpayer account, legal entity, jurisdiction, filing period, document date, stated issue, assessed amount, response address, and authority deadline.

Preserve the original notice as received, including every page and enclosure, the delivery channel and receipt time, the account and registration identifiers shown, the period and tax type, the authority contact, the response window, and any payment or appeal language. Then record who confirmed that the notice belongs to the entity and period represented in the workflow. A duplicated scan, misrouted affiliate notice, amended notice, or authority letter that supersedes an earlier demand should remain visible rather than being flattened into one generic open case.

Separate workflow progress from authority state

A notice can be received, assigned, analyzed, drafted, approved internally, submitted, acknowledged, adjusted, paid, appealed, withdrawn, or closed. Those states may exist in different systems and may not move at the same time. Marking an internal task complete does not establish that the authority received the response, accepted the explanation, changed the account, stopped collection activity, removed an assessment, or closed the matter. The case model should name the actor and evidence that created each status.

For every transition, retain the timestamp, user or service, source document, decision, permitted next action, and exception. Submission should be supported by the actual package sent and a channel-specific receipt or transmission record. An authority portal screenshot can help, but the durable record should also capture the notice identifier, account, period, uploaded files, submission time, confirmation identifier, later correspondence, and any revised balance. Silence after submission is not an inferred acceptance state.

Reconcile the response to filings, payments, and account history

Notice resolution frequently depends on records that originated outside the notice workflow: registration effective dates, filed returns, transaction detail, exemption support, payments, credits, amended returns, correspondence, and authority account history. Teams should preserve which records were used, their versions and extraction times, the legal entity and period they cover, and the reviewer who accepted the response position. A total copied into a case note is not a substitute for the underlying reconciliation.

Test the workflow with a notice for the wrong affiliate, a period with an amended return, a payment posted to another period, a missing authority acknowledgement, a second notice received while the first response is pending, and a balance that changes after submission. The case should show whether the next step is research, correction, response, payment authorization, professional review, appeal, or monitoring. Each path needs a named owner and due date without treating the software or service provider as the taxpayer's legal decision-maker.

Read the product claim within its evidence boundary

The Zamp page establishes current official positioning for a service that includes notice management alongside other sales-tax activities. It does not establish that a notice is valid, that an assessment is correct, that a filing or payment was accepted, that a response meets a jurisdiction's requirements, or that a matter is resolved. Contracted scope, supported jurisdictions, escalation rights, response responsibilities, document retention, portal access, and export capability require buyer-specific confirmation.

No dated material change after the August 29 successful-publication cutoff was established, so this is durable control analysis rather than a current-intelligence event. Buyers should test one representative notice from receipt through final authority evidence and confirm who owns interpretation, approval, submission, payment, appeal, correction, and closure before treating a managed status as decision-grade.

Enterprise buyer test

Translate this change into the exact population, record type, workflow stage, decision owner, effective date, and evidence that could be affected. Ask current or prospective providers to demonstrate the named workflow with representative data and an exception—not a polished feature tour. Record what official documentation establishes, what a provider states, what the team observes, and what remains unresolved.

A defensible review also identifies the dependency outside the product. Authority interpretation, policy configuration, data quality, integrations, human judgment, approval rights, release governance, training, and retained evidence may remain customer or service responsibilities. The evaluation should preserve those boundaries instead of treating a technology claim as the complete operating model.
